High spots from PO body work

A PO drilled holes to pull sheet metal on my rear 1/4 panel. Now that I've removed all the bondo there are high spots where the holes were drilled. What is suggested to knock them down??? Can I do the heat and cool method to shrink the metal? Any help will be greatly appreciated

If you can get to both sides, hammer and dolly should do the job. Are those still holes with filler in them, or are they metal patched?

Cannot get behind this area. They have been filled with metal reinforced filler.
