I mix filler and let sit on panel for an hour then sand and paper gets clogged.how do I prevent the paper from getting clogged.i use mirka powder guide coat

What filler are you using and what grit paper are you sanding with? I'll answer you tomorrow.

Sounds like not enough hardener,
how long did it take to set up hard?

I've never used that type of body filler but may fillers will get a film on top that can clog the paper. Put in a little more hardener and fill it to make sure it's not sticky before you start sanding. If it is sticky try taking off the top by sanding then switch out the paper with a new sheet and you should be ok.
