That's an imaginative solution...I don't think it will yeald an invisible repair though. I doubt you'll be able to get the bubbles out of there...as for the clear, it needs air just to shead it's solvants, it hardens chemically so it will harden anyway...
You could take the bubble off, put the tank so the crater made by the blister is horisontal and then fill it with clear. I would sand the clear around it first though so you can blend in the repair. You could then airbrush a couple of coats of clear over that to blend in the repair. Then let it harden real well and sand/polish...I think that would have a better chance to work...cause if you inject clear and its not nice you will be back to square one and have to touch the artwork...
There is a possibility that the tank will develop other blisters elsewhere...if there is one...The problem that caused this one might occur elsewhere...
I have seen alot of those types of delaminations on tanks done with the shitty AutoAir water based paints...Clear lifts off that crappy basecoat...
