ghost flames

anybody know how. seen several cars with it done. i want to spray on a copper/ orange color with silver/gray or gray/black ghost flames. does it go in before the clear? is the clear "tinted" in any way. want to know so i can start to practice on the scrap car.are there any special tricks i can use? is it air brushed on?

I like to use powder pearl in a colorless paint like carrier, applied on top of the base coat
