Default Sand The Whole Hood Or Just The Bad Spots???

I will try for the pix but can't guarantee they will show. 2003 Cavalier daily driver that got its nose hit once upon a time. From what I gather they painted the front clip and didn't do a good job. I undid the bad spots around the edge of the fender where the paint fell off and got all that area but what about the hood? It has in the last year started to peel the clear coat in many small places. The fenders were ok in this regard and are getting painted anyways. Question is do I have to remove the clear coat from the whole hood or can I just address the bad spots? Something tells me I already know the answer here.HONDA AND CAVALIER BODYWORK 015.jpgHONDA AND CAVALIER BODYWORK 014.jpg
