Default Couple air compressor questions (Outdoor placement/brand)

So I think it might be time to retire my old compressor. Only 30 gallons (But does seem to put out about 13cfm or so. Has 2 pumps and two motors).

Does anyone know anything about the US General brand. I know they are sold through Harbor Freight, BUT, I hear they are US made, and I wonder if they are any good. THey have a 60 gallon 2 stage that says 15.8 at 90psi. Assuming it's not inflated, this should suffice for painting, no? (As in, painting 1 car, I have no urge to do more. haha).

Secondly, I was almost thinking of placing the air compressor outside. We have a swimming pool, and the pumps and what not are stored under the deck, so they should receive no real weather, except maybe some drifts and some rain splattering if it's coming down hard, but it has a fence as well, so I'm not sure if any weather would touch it.

Problem is, I'm in Canada. Therefore, very cold winters. I'm not sure if it was negative outside and the pump fired up would it shatter or some such.

Can't help you on the brand, but I can tell you that if you plan to use it in the winter it is a problem being outside. We have our shop compressor in a well insulated small shed with no heat and our winters here are relatively mild (compared to my hometown Winnipeg). In the winter the compressor really labours on startup and will often trip the breakers or the reset heaters. The oil in the compressor gets thick and everything gets stiff. I've had to keep a small electric heater in the shed in the winter to be able to use the compressor.
