Default Dealing with rust under cowl panel

I have a 82 c10 that has rust holes in the channel ( in the seam )under the cowl panel. The area cannot be access even with the hood up and and cowl off. It seams the only way to get to the rust is to cut out a access panel just to get to the rust in the seam area. Does anyone have any Ideas of how to deal with this problem with the least amount of headache? This is the idea I came up with what do you think?

1 Clean all loose rust ( I'm considering buying a small blaster)
2 Treat area with phosphoric acid
    3 Apply a rust converter
4 Repair damage with fiberglass cloth and resin
5 Fill the channel with seam sealer to eliminate the channel

    Thanks In Advance

I've done this before. If you want it to last you do what you gotta do.

I would patch any holes in that area with metal. If you don't want to weld you can use body panel adhesive. Repairs made with the adhesive are very corrosion resistant at the seam.

I wouldn't fill in the channel if it provides any sort of drainage. Blocking drainage will make rust problems come back tenfold. I would put seam sealer over the seam after cleaning it and prepping it. I've pried those damn seams open before, cleaning and acid scrubbing them, and hammered them back shut with body panel adhesive inside the seam. This type of repair will stave off rust for a long, long time, because no moisture will be able to get under the seam.
You are the one you've been waiting for.
