Any plating shop that does chrome plating can strip the chrome, nickel and copper off of your steel pipes, thus allowing for whatever finish you want to apply.

If you have a plating shop near by, they can put a clear conversion coating on the aluminum. A common one is Alodyne. Then the clear coat urethane should stick well to the conversion coating.
