I personally would stick with the advice listed above.
You could try some very fine steel wool, furniture refinishers often do this to kill the sheen and smooth things out.
Although very hard to tell from pictures, I agree with Phil V.
If you look close at the door edge & adjacent pillar you can see where tiny chips were left un-sanded prior to the repaint.

I think you’re going about this in the wrong manner.
Start with the foundation first. Check your frame X dimensions and go from there.

It’s hard to tell from the photo with the glare and reflections, but if this is your rocker panel (where the yellow arrow is) then it sure looks as though the front of the door is sprung...
Maybe you could take measurements from the other side of the car in order to determine if it’s actually 100% the fender that’s out of shape and not partially a door problem.
Just curious, how does just the rocker get hit like this, jumping a curb, rock crawling, forklift hitting it?
