Yep, epoxy prime bare metal first, surfacer follows down the road.
Those tiny burns can be covered by sealing the job prior to paint as long as you don't let the bare spots sit. That way you have a uniform undercoat prior to basecoat.

I second the opinion on a check valve being the culprit, happend on my compressor. Took forever to fill up and kept getting water in everything. Changed the check valve and it was like brand new.
I"ve always used the 1500 finish film dry. I thought that was the whole point of it to skip the mess and speed up the process.
