You missed the seem when welding. If you don't have an auto darkening helmet get one! It's a must have when doing this sort of thing. I would just go over the spot you missed.

Are you completely redoing everything(any rust issues) under side engine bay etc... Media blasting can be used on some of it but can warp the body panels.

May be able to pull it out with a stud welder. You can go over the dent with filler if you want it to look "factory".
I'm sure if you cut the rusted section out you will find a lot of rust behind it. At least cutting the section out you can address the rust before welding in a new section.

What about a rotisserie? You can get them with hydraulic cylinders for lift. Only problem with them is you need to fab up a mount to the body.
