If a car is sitting in a new garage that is sealed pretty well how long will bare metal last b4 is starts to get flash rust? How long till putting etch primer would be a waste and have to re-sand.

The answer to your question depends on several unknown factors. What is the humidity in that new garage, the temperature etc.
If I were using etch primer I'd want to have it primed within about a week just to be safe. If you coat it with Picklex you can let it sit for months then epoxy prime it.

If 'new garage' also means new concrete floor, there's a lot of moisture coming out of that slab.

I have tried what you want to do and my body panels started to show some flash rust after only a week. I rubbed it off with a red Scotchbrite pad and sprayed a Picklex-like liquid on all the bare metal. Wiped it down with a clean, moist baby diaper and let it sit. Metal is slightly gray after treatment. No flash rust in over six months. :p
