I am putting in a full floor pan. It's made by Dynacorn. Suppose to be pretty high quality. It has a sticker on it that says "Electronic Dipped Paint". Is this eCoat?

When I wipe it with laquer thinner the rag gets black on it, but it doesn't seem to be easily wiping off the piece.

Going to paint the bottom of it with Zero Rust and was wondering if i just need to scuff it with a red scuff pad, or does it need to be sanded a little, or does the coating need to be completely removed?

A red scuff pad will do it if you do a good scuff job. Give it a good two or three coats allowing it to dull between coats but not fully dry.
