porta power question

I have a enexpensive 4ton porto power that i can only get to pump at about the last inch of the levers stroke.I stood it up,pours the fluid in it while pumping the handle to get the air out.I just cant get it to push like it should,any ideas?

Sometimes,on the air/hydraulic pumps,I gotta unhook the hose and push the pin on the connector while pumping to bleed....worth a shot.
